Background Information

On February 4, 2014, the Board of Education acted to relocate staff and students from Simi Elementary School to Mountain View Elementary School  The Board did not make a decision regarding whether to seismically retrofit the Administration Building, or to modernize Simi Elementary School.

 

Fiscal Analysis

The projected cost for seismic retrofit and modernization of the Simi Elementary School Administration Building is $6,300,000. The projected cost to modernize all other facilities on campus is $3,294,402 to

$4,294,402 depending on the amount and extent of modernization. An additional $650,000 would be needed for re-roofing and replacement of worn HVAC units. Attached Exhibit "A" lists the proposed improvements and their estimated costs. In 2006, the Board allocated $2,769,402 for the modernization of Simi Elementary School.

 

Recommendation

Staff is recommending the following:

 

  1. Refrain from seismic retrofit and modernization of the Administration Building, which has a total estimated cost of $6,300,000;

 

  1. Refrain from modernization of the rest of the campus, which has a total estimated cost of

$3,294,402 to $4,294,402 depending on the amount and extent of modernization desired; or

 

B) AMENDED RECOMMENDATION: Move forward with planning and design for the main campus (excluding the Administration building) to determine main campus modernization cost with targeted usability by the district in the 2017-2018 school year.

 

  1. Other action as determined by the Board of Education.

The five members of the Board of Education are elected by the voters to four-year terms.  The Board members are committed to providing the best educational programs for all students.  The Board is responsible for the overall operation of the District.  The Board appointed superintendent (Dr. Kathryn Scroggin) administers policy, manages the budget, supervises staff and make recommendations concerning the District's operation. The Board selected Trustee Collins as Board President and Trustee Davis as Board Clerk at the annual organizational meeting which was held December 10, 2013.
